OBAMA DEFIENDE LA "DREAM ACT" / J. JAIME HERNÁNDEZ / EL UNIVERSAL
La administración del presidente Barack Obama reafirmó ayer su apoyo a la iniciativa Dream Act, que busca la legalización de casi dos millones de hijos de indocumentados, en la primera de una serie de audiencias en la que hicieron acto de presencia algunos estudiantes que siguen luchando por salir de las sombras. "Aprobar la Dream Act no sólo es una decisión correcta, sino además una decisión inteligente", aseguró la Secretaría de Seguridad Nacional (DHS), Janet Napolitano, quien formó parte del panel de testigos presentes durante la audiencia celebrada ante el Comité de Justicia del Senado de Estados Unidos. Nada más iniciarse el acto, la senadora demócrata por California, Dianne Feinstein, pidió a sus colegas del Partido Republicano dejar de hacer de la seguridad fronteriza la excusa recurrente para impedir que más de dos millones de hijos de indocumentados tengan la oportunidad de convertirse en ciudadanos estadounidenses y servir al país que los ha visto crecer.

LOGRAN AVIVAR DEBATE EN CONGRESO / RAFAEL MATHUS RUIZ / REFORMA
Por primera vez desde que fue introducida en el Congreso, hace casi diez años, la Dream Act tuvo ayer su primera audiencia oficial en el Capitolio, en la que funcionarios del Gobierno de Barack Obama y legisladores demócratas hicieron una férrea defensa de la iniciativa. La sala donde tuvo lugar el evento, la del Subcomité Judicial del Comité de Inmigración, Refugiados y Seguridad Fronteriza del Senado se vio desbordada por la asistencia de cientos de jóvenes indocumentados, muchos de ellos mexicanos y algunos vestidos con las clásicas togas rojas y birretes que distinguen a los graduados universitarios. Entre los asistentes destacó también la presencia del periodista Jose Antonio Vargas, galardonado con el premio Pulitzer en 2007, quien recientemente reveló que es inmigrante filipino indocumentado.

RODEA A 'DREAMERS' MÍSTICA DE LOS 60 / RAFAEL MATHUS RUIZ / REFORMA
Se llaman a ellos mismos "soñadores". Llegaron a Estados Unidos cuando eran muy jóvenes, o apenas unos niños, sin saber que, años más tarde, reciclarían luchas épicas que han marcado al país, como el movimiento por los derechos civiles, para acceder al sueño americano. Ahora, esperan que una postergada ley, la Dream Act, les permita, por fin, concretar sus anhelos. Hace una década que el Congreso intenta aprobar esa ley, que le ofrecería a aquellos que son hijos de inmigrantes indocumentados y estudiantes, graduados de universidades estadounidenses o que sirvieron en el Ejército, un camino hacia la residencia legal. El último intento de sacar adelante la ley en el Capitolio, fallido, ocurrió en diciembre último. Ahora, activistas y congresistas buscan sumar apoyos para intentar su aprobación.

PIDE MÉXICO A EU SUSPENDER EJECUCIÓN / LA JORNADA
México solicitó hoy a la Suprema Corte de Justicia de Estados Unidos impedir que Texas aplique la pena de muerte al mexicano Humberto Leal García, porque se violarían sus derechos como extranjero, garantizados en tratados internacionales. Estados Unidos ha sido enérgico defensor de sus ciudadanos que son detenidos en México, donde son tratados bajo las normas del derecho internacional, por lo que se espera reciprocidad acorde con los compromisos en tratados internacionales, enfatizó la petición.

NIEGA NAPOLITANO 'AMNISTÍA' ADMINISTRATIVA A INDOCUMENTADOS / NUEVO EXCELSIOR
La secretaria de Seguridad Interna, Janet Napolitano, hoy las acusaciones de los republicanos en el sentido de que el gobierno esté otorgando una amnistía a inmigrantes indocumentados de manera administrativa. "No hay una amnistía en masa aquí", respondió Napolitano a sugerencias del senador republicano por Iowa, Charles Grassley, de que un memorando del director del Oficina de Migración y Aduanas (ICE), John Morton, busca ignorar las decisiones del Congreso. El memorando emitido por Morton pide a los agentes del ICE priorizar la deportación de inmigrantes peligrosos, además de considerar factores como la edad, educación y salud de los migrantes antes de seguir adelante con el proceso de deportación.

Una década después de que fue propuesto por primera vez en el Senado en agosto de 2001, La ley de Desarrollo, Alivio y Educación para Menores Extranjeros (Dream Act) tuvo su primera audiencia pública del Senado el martes, incluso aunque el estancamiento persiste en su paso. El Dream Act prepara el camino para los inmigrantes ilegales – que fueron traídos a los Estados Unidos cuando eran niños – para adquirir ciudadanía de EU, a condición de que vayan a la universidad o sirvan en el ejército de EU por un mínimo de dos años y cumplan con ciertos requisitos de carácter . Si es aprobada, el Dream Act legalizaría a más de dos millones de inmigrantes indocumentados jóvenes.

DEMOCRATS, OBAMA ADMINISTRATION CITE STUDENT IMMIGRATION BILL AS CHANCE TO ENHANCE ECONOMY / THE WASHINGTON POST
Senate Democrats are renewing an uphill push for legislation that would give young illegal immigrants a shot at legal status by arguing that the thousands affected would improve the nation's economy and security. The legislation known as the DREAM Act would allow students who came to the United States as children to gain permanent residency if they go to college or serve in the military, plus meet other conditions. Education Secretary Arne Duncan told a Senate subcommittee Tuesday that the students helped would help fill science and engineering jobs that are critical to sustaining the economy. The legislation is unlikely to pass, but the hearing gives lawmakers a chance to show Hispanics and other immigrant communities their support for the bill.

Senator Richard J. Durbin spoke to a crowd of capped and gowned young people, pumping then up with encouraging words as sustenance for their journey ahead. "When I look around this room, I see America's future," he said. But the remarks of Mr. Durbin, an Illinois Democrat, were not delivered to a crowd waiting to hear "Pomp and Circumstance." Instead, he was speaking Tuesday to an overflowing audience of students and supporters at a hearing of the Senate Judiciary Committee's immigration subcommittee to discuss bringing the legislation known as Dream Act back before Congress.

PROPONENTS CALL FOR PASSAGE OF DREAM ACT / SACRAMENTO BEE
Tolu Olubunmi was brought to the United States from Nigeria when she was 14, graduated from college seven years later with a chemical engineering degree, and couldn't get hired because of her status as an illegal immigrant. "It was heartbreaking," she said. For Olubunmi, passage of the DREAM Act, which would establish a path to citizenship for some young illegal immigrants, is especially urgent. But the act - and her plight - are mired in the national debate over how to deal with the estimated 11 million undocumented immigrants living in this country. The debate itself is embroiled in a political battle to capture the Latino vote, the fastest-growing segment of the U.S. population.

JOHN CORNYN OPPOSES LATEST VERSION OF DREAM ACT, CALLING IT A "POLITICAL FOOTBALL" / JEANNA SMIALEK / SAN ANTONIO EXPRESS-NEWS
Texas Sen. John Cornyn criticized the DREAM Act Tuesday at the measure's first-ever Senate hearing, calling it a move that could spur illegal immigration and fraud in the absence of comprehensive immigration reform. The legislation, first proposed in 2001 but revised since, would give a path to citizenship for youthful immigrants brought to the U.S. by their parents before age 15 if they complete at least two years of college or military service. Applicants would have to show they lived in the country for at least five years at the time of the law's enactment, and demonstrate good moral character. "I have been a supporter of a version of the DREAM act for many years," said Cornyn, R-San Antonio, who voted for the bill in 2003.

CABINET HEADS CALL FOR PASSING DREAM ACT / LYDIA MULVANY / THE DENVER POST
Passing the DREAM Act could be one answer to America's need to fill high-skill jobs and keep the U.S. military at full strength, Obama administration officials said Tuesday. The DREAM Act would give children of illegal immigrants a chance at U.S. citizenship if they complete two years of college or military service, clear background checks and meet other requirements. About 800,000 Americanized immigrants between ages 12 and 35 would be covered by the act, but it has languished in Congress for 10 years. Last year, the House of Representatives passed it, but not the Senate. The bill's chance of passing either chamber this year appears dim after Republican gains in November's elections.

Cientos de jóvenes indocumentados, muchos de ellos mexicanos, abarrotaron hoy la primera audiencia del Senado que puso en marcha el debate de uno de los pilares de la reforma migratoria, la llamada Dream Act. Una inmensa fila de estudiantes, algunos vestidos con toga y birrete con la bandera estadounidense, desbordó el cupo del subcomité judicial del Senado y fue necesario habilitar un recinto adicional para acomodar a testigos y periodistas. DREAM ACT BACKERS IDENTIFY THEMSELVES DESPITE DEPORTATION RISK / ERIN KELLY / ARIZONA REPUBLIC
Twenty-one-year-old Angelica Hernandez stood proudly when Sen. Dick Durbin introduced her to his colleagues Tuesday as the 2011 valedictorian of the mechanical-engineering class at Arizona State University. But even as the Phoenix resident was being acknowledged for her accomplishment, she was being publicly identified as an illegal immigrant in front of federal immigration officials. Hernandez and thousands of other college and high-school students throughout the country are increasingly willing to risk deportation for their cause. They call themselves "Dreamers," supporters of the Dream Act. The bill would allow some illegal immigrants, such as Hernandez, who were brought here as children to gain legal status if they attend college or serve in the U.S. military.

El establecimiento de prioridades como la deportación de criminales y la identificación de factores positivos que las autoridades migratorias pueden sopesar al decidir el caso de un inmigrante fueron algunos de los cambios clave al programa Comunidades Seguras que el director de ICE, John Morton, identificó durante la reunión que sostuvo este martes con la junta editorial del Chicago Tribune en la que participó HOY Chicago. ILLEGAL IMMIGRANT TUITION BILL IN MARYLAND DELAYED FROM TAKING EFFECT DUE TO PETITION DRIVE / THE WASHINGTON POST
One of the most high-profile measures approved by the Maryland General Assembly this year isn't among the many bills taking effect this week as scheduled. A petition drive to overturn legislation to allow in-state tuition for certain illegal immigrants has at least delayed the bill from taking effect. Opponents of the measure will be turning in additional signatures on Thursday in an effort to meet the 55,736 they need to put the legislation on next year's ballot. Because local elections boards have until July 20 to verify the signatures, the measure won't take effect on Friday as scheduled. If opponents succeed, it will be the first time Maryland will have a referendum from a successful petition drive since 1992, when voters approved a bill guaranteeing abortion rights in Maryland.

IMMIGRANT TUITION LAW MAY STALL IN MARYLAND / AARON C. DAVIS / THE WASHINGTON POST
Growing frustration with illegal immigration, rising public debt and an effective Internet campaign to gather voters' signatures have put Maryland conservatives on the cusp of a victory to delay and possibly repeal a new law that would give undocumented immigrants in-state college tuition breaks. Maryland's version of the DREAM Act would more than halve tuition rates for undocumented immigrants at Maryland colleges and universities. For a four-year degree, the plan could cost the state $40,000 per student, and Maryland officials have estimated that hundreds of undocumented high school graduates would apply for the aid.

IMMIGRATION AND THE DEATH OF THE RECOVERY / VIVEK WADHWA / THE WASHINGTON POST
Last July, I spoke at the Immigration Works USA Summit, in Seattle, about the importance of immigration reform. It was a difficult decision for me, and not because I didn't support the cause. Instead, it was a question of safety. Speakers at this event received letters, eventually collected by the FBI, telling them that if they attended "the biggest gathering of traitors of the century," they would do so "at their own peril." Attached to the letters were M1 bullets -- a carbine used in semi-automatic weapons by government and paramilitary forces. I never found out what the FBI did with those letters, and I don't want to know. Sadly, this is what the immigration debate has been reduced to: You are either a patriot or a traitor. There is no in-between and little logic. Now, as the U.S. economy sputters and stalls, is precisely the time to welcome the smartest, most ambitious people on Earth.

South Carolina Governor Nikki Haley, the daughter of immigrants from India, signed immigration law bill Monday that adopts many of the tough provisions found in the controversial Alabama and Arizona immigration laws. The South Carolina law goes into effect in January. The following is a statement from Ali Noorani, Executive Director of the National Immigration Forum: "South Carolina Governor Nikki Haley signed draconian immigration legislation that is a waste of taxpayer funds, a grave mistake, and a defiance of common sense." It is apparent that these laws, no matter what the authors have said, are unable to withstand scrutiny from the federal judiciary.

ARRESTAN A 6 JÓVENES INDOCUMENTADOS EN PROTESTA EN GEORGIA / KATE BRUMBACK / EL NUEVO HERALD
Seis jóvenes indocumentados fueron arrestados el martes luego de que se sentasen y bloqueasen el tráfico en una intersección adjunta al Capitolio de Georgia para declarar públicamente su situación migratoria y para protestar por las políticas estatales contra la inmigración ilegal. Los seis activistas hablaron en un acto en el Capitolio frente a 200 personas, antes de encabezar una marcha por el centro de Atlanta y regresar al Capitolio a bloquear el tránsito. Los jóvenes protestaban contra una política que impide que las mejores universidades estatales acepten a inmigrantes sin papeles y por una nueva ley estatal. Un juez federal bloqueó el lunes la implementación de algunas cláusulas de la ley, pero las otras partes entrarán en vigor el 1 de enero. Sin embargo, los jóvenes que se arriesgaron a una posible deportación por sus protestas dijeron que no es suficiente.

FARM OWNERS PLEAD GUILTY IN IMMIGRATION PROBE / CHICAGO TRIBUNE
A couple who own a dairy farm in Michigan's Thumb region pleaded guilty Tuesday to hiring illegal immigrants and agreed to pay a $2.7 million penalty. Johannes and Anthonia Verhaar acknowledged they had employed about 80 illegal immigrants from 2000 through much of 2007. The government said the Verhaars ignored warnings that some employees were not authorized to work in the U.S. They made the plea in U.S. District Court in Bay City. "Criminal charges and fines are among the government's most effective tools to ensure employers maintain a legal work force," Brian Moskowitz, head of Michigan investigations at Immigration and Customs Enforcement, said in a prepared statement.

Still hacking away, Anonymous released more data from its raid on the Arizona Department of Public Safety in protest over the state's immigration policies.This time, the data is much more personal than the internal documents leaked in the last attack."In this second bulletin, we're dumping booty pirated from a dozen Arizona police officer's personal email accounts looking specifically for humiliating dirt," a release from Anonymous's AntiSec movement said. "This leak has names, addresses, phone numbers, passwords, Social Security numbers, online dating account info, voicemails, chat logs, and seductive girlfriend pictures belonging to a dozen Arizona police officers." The group also claims to have found more internal documents and evidence of a racial discrimination lawsuit against the police department.

HEALTH RESEARCHERS TRY TO LINK UP WITH MORE HISPANIC WOMEN / PATTY PENSA / CHICAGO TRIBUNE
Clinical trials might help determine why a third say they don't feel well, compared with less than a 10th of non-Hispanic white women. Illinois' number of Hispanic women reporting that they were in fair or poor health was the highest in the nation, according to a 2009 study, and efforts are growing to figure out why. Researchers want specifics on why 34.3 percent of Latino women in Illinois said their health was not good, compared with about 8.5 percent of non-Hispanic white women, in the study by the Henry J. Kaiser Family Foundation. Hispanic women in the state also have higher rates than non-Hispanic white women of diabetes, cardiovascular disease and obesity, according to the study.

IMMIGRATION ISSUES NEED BUSINESS VOICES / SCOTT STROUD / SAN ANTONIO EXPRESS-NEWS
Last week, Houston homebuilder Bob Perry and San Antonio grocery store magnate Charles Butt stuck their noses into the Legislature's misguided effort to solve a "sanctuary cities" problem that doesn't exist. This welcome development helps explain why the legislation died. It also should point to the need for business leaders to step off the sidelines more often, and for loftier goals. Say, comprehensive immigration reform at the federal level. It shouldn't be a little-known fact that just about every business group from the U.S. Chamber of Commerce on down supports comprehensive reform, including a path to citizenship for undocumented immigrants.

REALIZA MANUEL RODELA PARO EN LAS INSTALACIONES DEL IEM / MARÍA DEL REFUGIO HERNÁNDEZ / IMAGEN (ZACATECAS)
Manuel Rodela Rodríguez (Consejero del IME 2009-2011), presidente de la Federación del Norte de Texas, realizó un paro afuera de las oficinas del Instituto Estatal de Migración (IEM), para exigir que no se le siga dando a su federación un trato de segunda. En una manifestación en la que participó solo, Rodela pidió también que se analice un cambio de integrantes del Comité de Validación y Atención a Migrantes (Covam), ya que son los mismos que participaron durante el gobierno de Amalia García. Otros apoyos que está solicitando al gobierno de Miguel Alonso y a Rigoberto Castañeda, director del IEM, es apoyo para el traslado de cadáveres de zacatecanos muertos del otro lado de la frontera.

PIDEN APOYO PARA MIGRANTE PRESO / MARÍA DEL REFUGIO HERNÁNDEZ / IMAGEN (ZACATECAS)
Familiares de un joven originario de Río Grande solicitaron al Instituto Estatal de Migración (IEM), apoyo para sacarlo de una prisión de Estados Unidos, donde permanecerá ocho años a pesar de ser inocente. Rigoberto Castañeda, director del IEM, informó que los familiares acudieron a pedir el apoyo del gobierno estatal, ya que con engaños fue incitado a declararse culpable del delito de robo.
Según el testimonio de los padres, un estadounidense supuesto amigo del zacatecano, del que Castañeda omitió su nombre, fue atrapado por la policía con varios objetos robados, pero al rendir su declaración, acusó al riogense de complicidad.

ALERTAN A MIGRANTES SOBRE PELIGROS AL CRUZAR EL DESIERTO / DIARIO DE JUAREZ (CHIUAHUA)

Murguía (Nieves) desapareció el 25 de mayo al intentar esconderse de las autoridades migratorias en la frontera del país. Dijo que él y otras personas cruzaban por el desierto de Fanfurria, Texas, pero luego de ocultarse de la migra, ya no se supo nada de él.
Castañeda informó que el caso de la desaparición del joven lo reportó al instituto el diputado Blas Ávalos y a su vez ellos lo dieron a conocer a la Secretaría de Relaciones Exteriores (SRE) y al consulado de McAllen, Texas para su investigación.

RECIBIRÁ ZACATECAS DONACIÓN DE EQUIPO MÉDICO / MARÍA DEL REFUGIO HERNÁNDEZ / IMAGEN (ZACATECAS)
A más tardar en cuatro meses llegará un contenedor de tráiler cargado de equipo y material médico para el Hospital de la Mujer, donado por la Cure Foundation, de Estados Unidos, que preside Douglas Jakson. El costo de esta donación es de alrededor 1 millón 200 mil pesos, informó Rigoberto Castañeda, director del Instituto Estatal de Migración. El lunes estuvo en Zacatecas el médico estadounidense para ofrecer el apoyo que su fundación otorga para el equipamiento de clínicas y hospitales y que ha otorgado ayuda a 24 países, entre ellos México.

TOYOTA FINANCIA LA PROMOCIÓN DEL USO DEL CINTURÓN DE SEGURIDAD ENTRE HISPANOS / INFORMADOR (JALISCO)
Toyota dijo hoy que destinará un millón de dólares para promover entre familias hispanas y afroamericanas de EU la utilización del cinturón de seguridad ante el elevado número de fallecidos y lesionados que su falta de uso provoca en estos dos grupos sociales. El programa "Buckle Up for Life" ha sido desarrollado por el Hospital Infantil de Cincinnati y con la aportación de Toyota será expandido a las ciudades de Chicago, Denver y San Antonio en 2011 y 2012. Las estadísticas señalan que los accidentes de automóvil son una de las principales causas de mortalidad entre hispanos y afroamericanos en Estados Unidos debido a la mala instalación de asientos infantiles y el infrecuente uso de los cinturones de seguridad.

S'il est un sujet qui refait régulièrement surface dans l'actualité, c'est bien la place des immigrants instruits sur le marché du travail. Encore samedi dernier, dans les pages Forum de La Presse, quatre diplômées immigrantes faisaient part de leurs frustrations: «Nous nous sommes résignées à chercher un emploi qui ne correspond pas à nos compétences», écrivent-elles. «De guerre lasse, nous avons demandé l'assistance-emploi. Nous, avocates, professeures, médecins, découragées, seules à la maison, nous avons l'impression d'avoir perdu une partie de notre identité; nous vivons une perte d'estime et de l'angoisse vis-à-vis de l'avenir, nous nous sentons inutiles et à la charge de la société québécoise.»

LA POPULATION DU QUÉBEC ATTEINDRA 8 MILLIONS D'ICI QUELQUES MOISb / LE DEVOIR
La population du Québec devrait franchir le seuil des 8 millions d'habitants à la fin de la présente année ou au début de 2012. L'Institut de la statistique du Québec (ISQ) souligne, dans son Panorama des régions du Québec publié aujourd'hui, que la population du Québec atteignait déjà 7,9 millions d'habitants le 1er juillet 2010. Le cap des 8 millions devrait logiquement être franchi au cours des prochains mois. Le taux de natalité en hausse y est pour quelque chose, mais aussi l'immigration et les migrations interprovinciales, a expliqué en entrevue Martine St-Amour, démographe à l'ISQ et auteure du chapitre sur la démographie dans ce Panorama des régions du Québec.

Ottawa's move to get toughwith "crooked" immigration consultants who falsely promise victims easy entry into the country at a steep price is being applauded by a local lawyer who often helps immigrants who get scammed. Immigration lawyer Andrew Porter talks of unscrupulous consultants who travel overseas with Power Point presentations that feature Calgary with mountains in the background, vows of automatic medical care, plus cheaper gas and housing prices.
