OBAMA Y LOS MIGRANTES / JOSÉ WOLDENBERG / REFORMA
No especulo sobre su desembocadura, tampoco me detengo en los detalles finos (que es donde suelen encontrarse los verdaderos perfiles de las propuestas) y no repetiré la obviedad de que tiene fines electorales (porque en política democrática casi todo lo tiene), sino en la forma ejemplar de plantear un problema y su eventual solución. Me refiero al discurso del presidente Obama sobre inmigración en El Paso, Texas, del 10 de mayo. Llaman la atención la capacidad de recuperar y recrear una tradición, la disposición para hacerse cargo de las preocupaciones de los otros, la manera de hacer explícitos los beneficios de la propuesta y la vocación para trazar un nuevo horizonte. Y si a ello sumamos la fórmula de hilar eventos particulares con el cuadro general, la pieza resulta enfática y pedagógica.

CABILDEAN DIPUTADOS SU VIAJE A WASHINGTON / CAROLE SIMONNET, ARMANDO ESTROP / REFORMA
Pese a que el Senado estadounidense sugirió no invitar a los diputados mexicanos a la interparlamentaria EU-México, para no elevar los costos del evento, legisladores del PRI, el PAN y el PT cabildean para asistir al encuentro en Washington, los días 14, 15 y 16 de junio. De acuerdo con diputados consultados, tras dialogar con sus homólogos estadounidenses, existe un acuerdo para que se celebren dos reuniones por separado, en dos alas del Capitolio. En marzo pasado, la secretaria del Senado norteamericano, Nancy Erickson, envió una carta al presidente de la Cámara alta, el priista Manlio Fabio Beltrones, en la que explicó que estos eventos son cada vez más caros y sugirió revisar su mecanismo.

SE REÚNE LEONARDO VALDÉS CON LÍDERES MIGRANTES, EMPRESARIOS Y ACADÉMICOS EN EU / MARTHA ELVA GONZÁLEZ / EL SOL DE MÉXICO
Con el propósito de informar los procedimientos para votar desde el extranjero en la elección presidencial del año 2012, el presidente del Instituto Federal Electoral (IFE), Leonardo Valdés, sostuvo encuentros con autoridades consulares, líderes migrantes, empresarios, estudiantes y académicos de universidades de la ciudad de Nueva York, Estados Unidos. Valdés dijo que "se busca incrementar en la elección presidencial de 2012, el voto a distancia a un menor costo respecto a los comicios de 2006", por ello "es importante impulsar el 'Plan Estratégico del Voto de los Mexicanos en el Extranjero', aprobado por el Consejo General del IFE". Realiza una gira de trabajo, y contempló una reunión con el cónsul general de México, Carlos Manuel Sada Solana, con académicos y alumnos de las Universidades de Columbia y la de City University of New York (CUNY), así como representantes de comunidades mexicanas.

REGALA RELIGIOSO EQUIPOS PARA AUXILIAR A INDOCUMENTADOS PERDIDOS / EL FINANCIERO
Un pastor religioso que ha dedicado su vida a reducir la muerte de inmigrantes en el desierto de Arizona empezó a repartir aparatos de localización satelital a guías de indocumentados en México para que pidan ayuda en caso de extraviarse. "Estamos promoviendo el uso de Radiofaros Personales de Localización entre los guías que cruzan a grupos por los desiertos de Arizona", anunció este miércoles el reverendo Robin Hoover. Hoover, fundador y presidente de la organización Human Borders, dedicada a organizar patrullajes de voluntarios para rescatar a migrantes en el desierto, dijo que la iniciativa, bautizada Proyecto ¡Rescátame!, ayudará a salvar vidas en el desierto.

Así es la vida cotidiana de las víctimas de las inundaciones de Memphis en el albergue de la Iglesia presbiteriana Hope, tal como la describió a Excélsior Francisco Correa, un economista del Distrito Federal que llegó a Memphis, la tierra de Elvis Presley, a hacer realidad su sueño americano donde recientemente fundó el diario local La Raza. “La comida la sirven tres veces al día los voluntarios de los albergues. Ejércitos de voluntarios que tienen todo organizado para cubrir las necesidades básicas de los damnificados, desde servicios médicos, servicios de lavandería gratuitos, hasta el camión que pasa por los niños en edad escolar para que no pierdan sus clases”, dijo.

OBAMA PUTS IMMIGRATION IN CONGRESS’ COURT, BUT GOP LAWMAKERS SAY MOST EFFORTS WILL LIKELY FAIL / THE WASHINGTON POST
With a re-election campaign looming, President Barack Obama is pushing Congress to overhaul the immigration system, but lawmakers seems to have little appetite to take on the issue. In recent speeches at the Mexican border in El Paso, Texas, and the National Hispanic Prayer Breakfast in Washington, Obama said his administration has followed through on demands to secure the border, and now it’s time for Congress to put revamping immigration back on the agenda and make something happen. “Comprehensive immigration reform is not only an economic imperative or a security imperative, it is also a moral imperative,” Obama told the prayer breakfast.

TEXAS SENATE COMMITTEE REJECTS SANCTUARY CITY LANGUAGE, AN EMERGENCY PRIORITY FOR GOV. PERRY / THE WASHINGTON POST
A Texas Senate committee derailed a plan Wednesday that would have allowed local police to question anyone they detain about their citizenship status, a major defeat for Gov. Rick Perry, who had called the effort an emergency and put it on the legislative fast track. The so-called “sanctuary cities” bill sparked months of heated criticism from police chiefs across the state and Democrats in the Legislature who feared the measure would encourage racial profiling and make it harder for police to do their jobs. The House passed the bill over emotional protests from Hispanic Democrats, but the Senate committee rejected the police enforcement measure after citizens packed a committee room to testify against it.

PROMUEVEN ELECCIONES MEXICANAS EN EL EXTERIOR / ZAIRA CORTÉS / LA OPINIÓN
Leonardo Valdés, consejero presidente del Instituto Federal Electoral (IFE) en México, manifestó ante medios locales que sólo los mexicanos con credencial de elector vigente podrán participar en las elecciones 2012 desde Estados Unidos y otros 70 países. Valdés explicó que la meta principal del IFE es incrementar para las próximas elecciones el número de votantes, pues en 2006 sólo 32 mil inmigrantes mexicanos lograron participar en los comicios. Para votar, los inmigrantes deberán inscribirse primeramente en la lista nacional de electores residentes en el extranjero en la página web www.votoextranjero.mx o en las embajadas y consulados mexicanos. El periodo de registro inicia el primero de octubre de 2011 y concluye el 15 de enero de 2012. El solicitante recibirá una boleta electoral entre el 16 de abril y el 20 de mayo de 2012. Una vez hecha la elección del candidato, se enviará la boleta y una copia de la credencial de elector a México antes del 30 de junio de 2012. Valdés indicó que en esta ocasión, el IFE asumirá el costo de envío por correo certificado de la boleta de votación. El funcionario explicó que se instalarán 10 módulos en los pasos fronterizos de Tamaulipas, Tijuana, Sonora, Sinaloa, Chihuahua y Nuevo León, en los cuales mexicanos sin credencial podrán tramitar el documento.

NAVARRETTE: GETTING TO KNOW MEXICO / RUBEN NAVARRETTE / THE DENVER POST
Thirteen years ago, I went to Mexico City as part of a leadership program. I thought I'd make some good friends and have a few laughs, and I did. But I also had a good cry. One day, we visited an elementary school in a poor neighborhood where I talked to three boys. I told them -- in mediocre Spanish -- that, 100 years earlier, when my grandfather was their age, his family migrated to the United States from the Mexican state of Chihuahua. That decision, I told them, changed the course of history for my entire family. Now, we lived in the United States. But -- besides being Americans -- we were still Mexicans. It was then that my eyes welled up with tears. You can imagine Americans of Irish or Italian descent having the same reaction when they visit the cities and towns of their ancestors. Even while they love and appreciate the United States, they can still see the beauty in what was left behind.

MEXICAN POPULATION CONTINUES GROWTH IN COLO. / IVAN MORENO / THE DENVER POST
Residents of Mexican descent are becoming a larger part of Colorado's booming Hispanic population and their numbers are increasing where the state is seeing some of its biggest growth, including the Western Slope, according to census data released Thursday. Hispanics of any race account for about one-fifth of the state's total population of about 5 million, the Census Bureau said in February. But the new data shows that nearly three in four Hispanics in Colorado have Mexican heritage. Census officials say Colorado is 20.7 percent Hispanic and that 15.1 percent identified themselves as Mexican. In 2000, that percentage was 10.5 percent.

TUSD BOARD ASKED TO POSTPONE DECISION ON ETHNIC STUDIES / ARIZONA DAILY STAR
The Tucson Unified School District superintendent wants to bring the anxiety level down and begin civil discussions over ethnic studies. John Pedicone says he's sent letters to UNIDOS and the Mexican American Studies Community Advisory Board saying he has advised the TUSD governing board to table and not consider the resolution to make Mexican American Studies an elective. He said that nothing should be done until after the state decides if it considers the program illegal.

GROUPS PLAN IMMIGRATION LAW PROTEST IN GAINESVILLE / SAN ANTONIO EXPRESS-NEWS
Several groups opposed to Georgia's new immigration law are planning a rally in downtown Gainesville. WDUN reports the rally is planned for 10 a.m. Saturday against what organizers describe as "anti-immigrant" legislation. Sponsors of the protest include the Georgia Association of Latino Elected Officials, Habersham Families Helping Families, Students for a Progressive Society of Gainesville, North Georgia Immigrant Justice, the Democratic Party of Habersham County and several churches.

The Senate Judiciary Committee held a hearing today on the immigration courts, the Justice Department's appeals system for aliens challenging deportation. To contribute to this reassessment of an important component of America's immigration infrastructure, the Center for Immigration Studies will release a report next week examining the serious problems in our immigration courts and offer solutions to address them.

The Department of Homeland Security's Office of Inspector General plans an investigation of an immigration enforcement program that purports to target "serious convicted felons" for deportation but has ensnared many illegal immigrants who were arrested but not subsequently convicted of crimes or who committed minor offenses, a letter obtained Wednesday shows. The letter from acting Inspector General Charles K. Edwards to Rep. Zoe Lofgren (D-San Jose), who requested an investigation late last month, said the watchdog agency had already scheduled a review of the program, known as Secure Communities. Homeland Security's Immigration and Customs Enforcement agency launched the program in 2008 with plans for mandatory nationwide participation by 2013.

When immigration laws detain a person, entire family suffers. Viewed in a certain context, the disruptions that 4-year-old Emily Ruiz suffered when she was unwittingly caught up in an immigration debacle were tame compared to the treatment of many other families with mixed immigration status. To refresh your memory, Ruiz, a U.S. citizen, was traveling home to New York from Guatemala with her grandfather, who was detained by U.S. Customs and Border Protection (CBP) agents because of a two-decade-old infraction on his temporary work visa. Emily's father, Leonel Ruiz, living in the U.S. illegally since 1996, said he was not given the opportunity to come pick up his child. CBP continues to dispute his account, saying that the father declined to pick her up himself and freely chose to return Emily to Guatemala with her grandfather.

Este sábado 28 de mayo se cumple un año de la brutal y despiadada golpiza que agentes migratorios le propinaron por la noche al mexicano Anastasio Hernández Rojas, cuando se negaba a ser deportado por la garita de San Ysidro a Tijuana, y quien falleció en el hospital Sharp de Chula Vista tras una convalecencia de tres días. La muerte de Anastasio ha causado enorme indignación entre los grupos de derechos humanos y en general en la población por la brutal golpiza que recibió y que fue grabada por un testigo de nombre Humberto Navarrete, en cuyo video se escuchan los gritos de auxilio que suplicaba el mexicano cuando era presa de los golpes y de descargas eléctricas con la pistola ‘taser’ a pesar de estar esposado.

Federal labor regulators say a New York nonprofit illegally fired five employees after they went on Facebook to criticize working conditions. The National Labor Relations Board alleges that Hispanics United of Buffalo violated federal law, which allows employees to talk with co-workers about their jobs and working conditions without reprisal. It's the latest in a growing number of government cases seeking to protect workers' rights to speak out about their jobs on social media. The case is among more than two dozen Facebook-related investigations the board has opened since last year, when it filed the first-ever federal complaint against a company that fired a worker because of Facebook comments, said NLRB spokeswoman Nancy Cleeland. None has gone to trial so far, and a handful have settled.

Centros Welcome Back de SF son galardonados por el MPI. La red de centros Welcome Back que ayuda a profesionales de la salud graduados en Latinoamérica a incorporarse al mercado laboral de EE.UU recibía ayer el premio E Pluribus Unum, del Instituto de Políticas Migratorias (MPI). "Recibir este premio me causa una enorme satisfacción, porque como inmigrante sentir que de esta forma se reconoce como los inmigrantes enriquecen al país es especial para mí", dijo José Ramón Fernández-Peña, fundador del Centro Welcome Back en San Francisco. "El discurso en EEUU gira en torno a lo difícil que es tratar con los inmigrantes, cuánto cuestan al estado, cuántos problemas causan; pero las historias de valor y de lo que contribuyen los inmigrantes a este país no siempre se cuentan", agregó el médico graduado de la Universidad Nacional Autónoma de México (UNAM). Michelle Mittelstadt, directora de comunicaciones del MPI, dijo que desde hace tres años la institución entrega el premio E Pluribus Unum, que consta de $50,000, para destacar el trabajo excepcional que muchas organizaciones hacen por la comunidad inmigrante.

INUNDACIONES EN EU SALVAN A LOS MEXICANOS DE PERSECUCIÓN / IMAGEN (ZACATECAS)
Después de perder todas sus pertenencias y de haber sido burlados por empresas de seguros en el escenario de las inundaciones provocadas por el desbordamiento del río Mississippi, migrantes mexicanos ven una desconcertante solidaridad en Memphis, donde las iglesias para la raza blanca y la negra les abrieron las puertas para recibirlos, y la temida migra detuvo la cacería de indocumentados. Y es que mientras Mississippi, uno de los tres estados más afectados por las inundaciones – junto con Arkansas y Tennessee – se apresta a poner en vigor leyes calificadas de xenófobas como la SB1070, de Arizona, ningún agente de los Servicios de Inmigración de Estados Unidos se ha atrevido a detener a ningún migrante mexicano que ha logrado escapar al siniestro.

ARRESTAN A 38 ILEGALES EN REDADA / IMAGEN (ZACATECAS)
Agentes de la Oficina de Inmigración y Aduanas (ICE) arrestaron a 38 presuntos inmigrantes indocumentados que laboraban en la construcción de un complejo de departamentos de lujo en el noreste de la comunidad de Odessa, al oeste de Texas. Una vocera de la dependencia federal informó este día que los arrestos tuvieron lugar durante una redada efectuada la víspera en el sitio de construcción de lo que serán los apartamentos 'Tuscany at Faudree'.

AUTORIZADOS, $168 MILLONES PARA EL 3X1 / IVÁN HERNÁNDEZ / IMAGEN (ZACATECAS)
El Comité de Validación y Atención a Migrantes (Covam) ha aprobado en lo que va del año 295 obras de infraestructura y nueve paquetes de becas del programa 3x1 por un monto de 168 millones 591 mil pesos. “Llevamos aprobado más del 80% del total de los recursos ya comprometidos”, declaró José María González Nava, titular de la Secretaría de Planeación y Desarrollo Regional (Seplader). Ejercer los recursos en su totalidad, dijo, permitirá solicitar una ampliación presupuestal con la Secretaría de Desarrollo Social federal. En la primera reunión del COVAM se aprobaron 48 obras con una inversión de 21 millones 989 mil 980 pesos. En la segunda junta de validación se autorizaron acciones por 110 millones 139 mil 466 pesos y en la tercera, realizada el fin de semana pasado, se aprobaron proyectos por 36 millones 462 mil 496 pesos.

IMMIGRATION - NON AUX QUOTAS PAR ORIGINE! / KATHLEEN WEIL / LE DEVOIR
La ministre Kathleen Weil a récemment publié un document de consultation présentant les orientations envisagées en matière d'immigration pour les prochaines années. On doit se réjouir du moment choisi pour cet exercice, à l'abri du climat électoral, peu propice à un débat serein sur le sujet. Ce document de consultation porte sur le nombre d'immigrants permanents que le Québec entend accueillir et sur la proportion relative des composantes (regroupement familial, réfugiés, immigrants économiques). Il décrit, en termes souvent très technocratiques, les modalités administratives qui encadrent la gestion du mouvement migratoire.

IMMIGRANTS: ARE THEY WORTH $23B A YEAR TO OUR COUNTRY? / NATIONAL POST
The Fraser Institute Report suggests that immigration is a drain on taxpayers. What is always lost in these debates are the misleading definitions in immigration policy. Two examples suffice. First, the so-called "skilled immigrant" class includes farm workers and kitchen help who toil at minimum wage in the jobs Canadians won't take. What's worse, the 75% of immigrants who arrive as dependents are often supported by these impoverished skilled workers. These jobs do not offer upward mobility. Second, the "investor immigrant" class is a farce. It allows applicants "to obtain Canada Immigration (Permanent Resident) visas by investing $800,000 for five years under the Federal Program . the $800,000 will be reimbursed in full, without interest, at the end of five years." They need not create a single job or a taxpaying business.

WILL THE REAL JASON KENNEY PLEASE STAND UP? / KATE HEARTFIELD / THE OTTAWA CITIZEN
David Frum, on Twitter, recently described Jason Kenney, who retained his position as immigration minister Wednesday, as the "hardest-working man in show business." It was just an offhand expression, but it's true in ways Forum probably didn't intend. Yes, Kenney is incredibly hard-working. And a lot of what he works hard at is show business.(….) He seems genuinely interested in the people of this country, in their stories and their concerns. He has made a terrific minister of multiculturalism. Has he made a good minister of immigration? Is he as good at policy as he is at politics? That's a more difficult question. He did succeed in getting the Balanced Refugee Reform Act passed, in a minority Parliament. He overhauled the citizenship guide. (….)
